Than the toggle goes through the loop as shown. You can do this on a suit or uniform jacket so that you do not have to button the top or bottom buttons anymore. You just leave the buttons on the button hole. Or these can be used on jackets and blazers that have holes that allow the buttons to be changed instead of sewing them on. The washers and rings prevent buttons from tearing through the coat.
